[CF-metadata] [CF Metadata] CF trac ticket summary update

Hello,

The summary of CF Metadata Trac tickets has been updated for the 26th
October 2015.
(http://www.met.reading.ac.uk/~david/cf_trac_summary.html). This page
is also linked from the CF home page (http://cfconventions.org/).

Currently:

36 tickets have been accepted [green]
 2 tickets are in active discussion in the last month [yellow]
24 tickets are dormant [red]

Since the 9th September 2015 there has been one new ticket (#145) and
two tickets have been accepted (#118, #143).
