[CF-metadata] [CF Metadata] CF trac ticket summary update

Hello,

The summary of CF Metadata Trac tickets has been updated for the 11th
December 2015.
(http://www.met.reading.ac.uk/~david/cf_trac_summary.html). This page
is also linked from the CF home page (http://cfconventions.org/).

Currently:

36 tickets have been accepted [green]
 4 tickets are in active discussion in the last month [yellow]
22 tickets are dormant [red]

Since the 26th October 2015 two tickets have become active (#78 and
#117).
