[CF-metadata] CF trac ticket summary update

Hello,

The summary of CF Metadata Trac tickets has been updated for the 21st
April 2015.
(http://www.met.reading.ac.uk/~david/cf_trac_summary.html). This page
is also linked from the CF home page (http://cfconventions.org/).

Currently:

34 tickets have been accepted [green]
 1 ticket is in active discussion in the last 3 weeks [yellow]
27 tickets are dormant [red]

Since the 15th December 2014 there have been two new tickets (#123,
#138), one ticket has become active (#112) and one ticket has become
dormant (#119).
