[CF-metadata] CF trac ticket summary update

Hello,

The summary of CF Metadata Trac tickets has been updated for the 15th
December 2014.
(http://www.met.reading.ac.uk/~david/cf_trac_summary.html). This page
is also linked from the CF home page (http://cfconventions.org/).

Currently:

34 tickets have been accepted [green]
 1 ticket is in active discussion in the last 3 weeks [yellow]
25 tickets are dormant [red]

Since the 14th October 2014 there has been one new ticket (#119) and
one ticket has become dormant (#118).
