[CF-metadata] CF trac ticket summary update

Hello,

The summary of CF Metadata Trac tickets has been updated for the 11th
July 2014
(http://www.met.reading.ac.uk/~david/cf_trac_summary.html). This page
is also linked from the CF home page (http://cfconventions.org/).

Currently:

32 tickets have been accepted [green]
 5 tickets is in active discussion in the last 3 weeks [yellow]
19 tickets are dormant [red]

Since the 6th June 2014 there has been one new ticket (#115) and three
tickets have become active again (#99, #111, #112).
