[CF-metadata] CF trac ticket summary update

Hello,

The summary of CF Metadata Trac tickets has been updated for the 13th
August 2014
(http://www.met.reading.ac.uk/~david/cf_trac_summary.html). This page
is also linked from the CF home page (http://cfconventions.org/).

Currently:

33 tickets have been accepted [green]
 4 tickets is in active discussion in the last 3 weeks [yellow]
21 tickets are dormant [red]

Since the 11th July 2014 there has been two new tickets (#116, #117),
five tickets have become dormant (#99, #109, #112, #113, #115) and one
ticket has become active again (#108).

Ticket #102 was actually accepted about 5 months ago, but I missed
this event and so apologies to Randy and all who contributed. It has
now been set to green.
