[CF-metadata] Time series related to a polygonal region and cell_bounds

Rich,

As far as I can tell, the attribute name has always been 'bounds'. I
don't know if it was a find/replace error or what, but the CF
Conventions document uses 'cell_bounds' a couple of times in the body of
the text, even though every example in the document uses 'bounds'. This
is confusing, and should probably be changed.
