[CF-metadata] CF trac ticket summary update

Hello,

The summary of CF Metadata Trac tickets has been updated for the 13th
November 2013 (http://www.met.reading.ac.uk/~david/cf_trac_summary.html).
This page is also linked from the CF home page (http://cf-pcmdi.llnl.gov/).
Currently:

31 tickets have been accepted [green]
 4 tickets are in active discussion in the last 3 weeks [yellow]
17 tickets are dormant [red]

Since the 13th September 2013 one ticket has been accepted (#74),
there have been two new tickets (#107 and #108), one ticket's
discussion has become active (#105) and no tickets' discussions have
become dormant.
