[CF-metadata] CF trac ticket summary update

Hello,

The summary of CF Metadata Trac tickets has been updated for the 13th
September 2013.
(http://www.met.reading.ac.uk/~david/cf_trac_summary.html). Currently:

30 tickets have been accepted [green]
 2 tickets are in active discussion in the last 3 weeks [yellow]
18 tickets are dormant [red]

Since the 12th August 2013 there have been no new tickets, no tickets'
discussions has become active and one ticket's discussion has become
dormant (#95).
