[CF-metadata] staggered data

Dear Alex

There is currently no way to describe the association between staggered grids
in CF. (This has been raised before - that will not surprise you.) The grids
themselves, for instance for u and v separately in Arakawa C-grid, can of
course be described by the usual coordinates etc., but we don't have a higher
level to describe the relationship of these grids. Isn't that something which
Gridspec aims to address, through supergrids (if I remember correctly)?
