[CF-metadata] staggered data

One defines edge and face dimensions, e.g. longitude as X and X_01 and
latitude as Y and Y_01, and put the appropriate variables on the appropriate
dimension, e.g. temp(X,Y) and u(X_01,Y) and v(X,Y_01).
