Thanks for your patience.

I've asked what people think, and we have come up with a couple: surface_diffuse_luminance_of_shortwave_radiation_in_air or just luminance_of_shortwave_radiation_in_air.

I don't think you can have luminance without diffuse reflection and I also don't think it can be a measurement of any other wavelength so it could be as simple as luminance_in_air. But I'll leave it up to the list to decide.
