[CF-metadata] New standard names for emission sectors

Hi Angelika,

Are your emissions separated into 2D surface and 3D emissions (eg aircraft
emissions)?

I assume so, because that is what I usually see.

If so, your proposed quantities
(tendency_of_atmosphere_mass_content_of_carbon_dioxide_due_to_emission_)
may not be what you want.

"atmosphere_content of a quantity refers to the vertical integral from
the surface to the top of the atmosphere." [from CF standard name table]

[For non-specialists: There are three related emission quantities: 2D
surface emissions (kg/m2/s), 3D volume emissions (kg/m3/s), and the column
integral tendency_of_atmosphere_mass_content_of_X_due_to_emission
(kg/m2/s). These three quantities are simply related by:

tendency_of_atmosphere_mass_content_of_X_due_to_emissions =
    surface emissions + vertical integral of 3D volume emissions.

Usually people specify the surface and volume emissions, but in CF we
ended up with mostly the column integral
tendency_of_atmosphere_mass_content_of_X_due_to_emissions.

Usually this isn't a big deal because the volume emissions for most
species are zero, so the tendency_of_atmosphere_mass_content is equal to
the surface emissions.

However, this isn't true for CO2. Volume emissions are also often used
for other aircraft emissions (eg CO, SO2, and NOx) and lightning emissions
(primarily NOx).]

Searching through the standard name table I can find only two surface
flux quantities for species: surface_carbon_dioxide_mole_flux, and
surface_downward_water_flux. However, there are lots surface
flux quantities for radiation and heat.

I can't find any volume emission quantities.

For your 3D emissions I suspect you will want something like:

tendency_of_mass_fraction_of_X_in_air_due_to_emission_from_[sector]

Or, instead of mass_fraction (kg/kg) you might use mass_concentration
(kg/m3), mole_concentration (mol/m3), or mole_fraction (mol/mol).

For your 2D surface emissions it would be most logical to me to
expand the surface_flux constructs mentioned above, although we haven't
established a good pattern, since I think those two quantities were
introduced before we started talking about chemistry.

Note: none of my comments relate to the proposed from_sector construct,
which seems fine to me.
