[CF-metadata] definition of direction in direction_of_sea_water_velocity?

Yes, I believe it is that. It also says it is a "bearing" i.e. like on a
compass, so I am sure that's what we had in mind. However, I agree that it
would be helpful for the definition to be more explicit.
