[CF-metadata] definition of direction in direction_of_sea_water_velocity?

I wasn't able to find the answer to the following simple question in the
documentation. For the quantity with standard name
"direction_of_sea_water_velocity": how is the direction measured. The
standard name table indicates as unit degrees, but it doesn't indicate
whether it is degrees from the north counting positive in clockwise
direction, or that it is degrees from the east counting positive in
anti-clockwise direction, or that it is even grid dependent such as degrees
from the x axes counting in anti-clockwise direction. Has "direction" been
formally defined; if so, where can I find it?
