Dear Heinke

The presence of climatology_bounds indicate it's a climatological mean,
and cell_methods indicates how to interpret it:

> temperature:cell_methods="time: minimum within years time: mean over
> years";

This is described in sect 7.4 of the standard, where it explains

time: method1 within years time: method2 over years

    method1 is applied to the time intervals (mdHMS0-mdHMS1) within individual years and method2 is applied over the range of years (y0-y1).

You have method1=minimum and method2=mean.
So climatology bounds of 1960-3-1 to 1990-6-1 indicate the minimum from
1 March to 1 June in each year, then meaned over the means 1960 to 1990.
