[CF-metadata] Possible Glitch In CF-1.0 Compliance Checker Tool

The CF compliance checker complains at having attributes
flag_meanings AND valid_min and valid_max.
However, you can have a valid_range for flag values( see cf conventions
doc section 3.5). Would it be possible for the compliance checker to accept
valid_min and valid_max along with other flag attributes?
