[CF-metadata] new standard names proposal for CEOP-II model ouput

Dear Jonathan and Dr Hirai

I agree with Jonathan's suggestions regarding the soil moisture names.
The
final list of names would then be:
Canopy_temperature; K
Surface_brightness_temperature; K
Tendency_of_specific_humidity_due_to_large_scale_precipitation; s-1
Tendency_of_mass_fraction_of_cloud_condensed_water_in_air; s-1
Mass_concentration_of_condensed_water_in_soil; kg m-3
Volume_fraction_of_condensed_water_in_soil_pores; 1

and aliases will be added to change the existing
"volume_fraction_of_water_in_soil_..." names to use
"volume_fraction_of_condensed_water_in_soil..."

If we are all agreed on these names they can be included in the next
update of the standard name table on 8th May.
