[CF-metadata] A new forum for CF-metadata discussions

Hello,

Just a reminder to start "Watching" [1] the two GitHub repositories
https://github.com/cf-convention/discuss (for general discussion and
standard names) and https://github.com/cf-convention/cf-conventions (for
proposed changes to the conventions) before *1st December 2020*.

After this date it will be impossible to start a new discussion other than
through the issue trackers on these sites.
