[CF-metadata] A new forum for CF-metadata discussions - Now is the time to switch.

Hello,

The first of December, has arrived, so do remember from now on to start any
new discussions and questions at
https://github.com/cf-convention/discuss/issues - thank you.

Remember also to "Watch" [1] the two repositories
https://github.com/cf-convention/discuss (for general discussion and
standard names) and https://github.com/cf-convention/cf-conventions (for
proposed changes to the conventions) so that you receive all posts from the
CF community.

Note that whilst no new posts to cf-metadata at cgd.ucar.edu will be allowed,
any discussions that had previously been started there will be allowed to
continue on the list.
