[CF-metadata] A new forum for CF-metadata discussions

Dear CF community,

The time has come to move away from the CF-metadata mailing list [1], in
favour of using GitHub issues at
https://github.com/cf-convention/discuss/issues. A new discussion will be
started simply by opening a "New issue" from this page.

The change over to GitHub will happen on *Sunday 1st December 2019*.

If you do not already have a GitHub account, now would be a good time to get
one so that you receive e-mail copies of all messages and can start new
discussions yourself (see below for more details). There is no need to
register your GitHub account with CF.

The use of this new forum will be for exactly the same kind of discussions
as for the current mailing list. For example, a new issue would be raised
to discuss:

* standard names
* general queries on CF usage
* exploratory ideas that may lead to a change on the conventions
* general announcements (such as workshops)
* etc.

The current mailing list will cease to respond to new posts, but for the
time being copies of the posts made to the GitHub repositories will be sent
out by e-mail, although this mirroring may be turned off at some time in
the future.

It is therefore recommended that you "watch" both of the repositories
https://github.com/cf-convention/discuss and
https://github.com/cf-convention/cf-conventions [2]. By watching the
repositories
you get will e-mail copies of all posts, and can even reply to them from
your e-mail as usual, although starting a brand new discussion topic has to
be done via the GitHub website.

Note, however, that when you watch these repositories, unless you
unsubscribe from the current e-mail list [3] you will get a duplicate copy
of all messages.
