[CF-metadata] conditions of use (of data)

Jonathan,

I don't agree. IPR and conditions of use are issues that are equally
relevant to both observational and model data. Confining the solution
to an initiative confined to modeldata would be a serious error.
Standardisation across all types of data will take time an effort to
achieve, but wheels are starting to turn. I've had some very promising
structures to review as part of the ABCD biological data standard
(www.bgbm.org/TDWG/CODATA/Schema/default.htm). In the short term I am
very attracted to embedding a URL (a very simple thing to standardise)
in either data or metadata pointing to an appropriate document.
