[CF-metadata] conditions of use (of data)

Dear All

I tend to agree with Ag. CF doesn't provide much metadata about the dataset.
A standardised description of conditions of use might belong better in the
"model metadata" of http://go-essp.gfdl.noaa.gov, perhaps. As Ag says, an
informal description could be included in the comments attribute.
