i think its just that CF 1.7 document has been stuck for going on 3 years
now.

Sounds like you might have missed the last netCDF-Java support
message/email John sent, back in Sept 2014, on this topic. It said
We are releaseing 4.5.3 today that has this CF geostationary projection in
it. Please let us know if you see any problems.
