[CF-metadata] Proposal for standard names: liquid and ice cloud fractions

Dear Martin,

Thanks for pointing me to that thread, it was very useful. The standard names I am proposing are similar in concept to the existing 'thickness_of_liquid_water_cloud', so I guess the proposed names make sense.
I can think of two possible options:

The one that I originally proposed:

- liquid_cloud_area_fraction
- ice_cloud_area_fraction
- liquid_cloud_area_fraction_in_atmosphere_layer
- ice_cloud_area_fraction_in_atmosphere_layer

Or

- liquid_water_cloud_area_fraction
- ice_water _cloud_area_fraction
- liquid_water _cloud_area_fraction_in_atmosphere_layer
- ice_water_cloud_area_fraction_in_atmosphere_layer

The second set of names seems to be more consistent with existing names.
