[CF-metadata] Trac system temporarily down

We discovered a security vulnerability on the system serving the CF Conventions Trac system, kitt.llnl.gov. There have been no attacks, let alone break-ins. But it will be disconnected from the Internet until we have fixed the problem. It should be back online soon.
