[CF-metadata] CF Conventions and netCDF-4 enhanced model

Hi John, Johnathan, Jim, et al.,

I would like to contribute to discussing a CF
that would incorporate enhanced data model features.
We have collected experience from last year's attempt
to jump-start such discussions.
