[CF-metadata] Proposing Standard Names for Lightning Event, Group and Flash Radiant Energy

Dear Gary

Thanks for these proposals. I have a couple of comments.

* Is this hierarchy event/group/flash a standard terminology? If so, fine.

* I think it would be useful to insert "radiant" into the standard name, since
you have it in the definitions.
