[CF-metadata] Proposing Standard Names for Lightning Event, Group and Flash Radiant Energy

Dear CF Board,

I would like to propose the following three related standard names concerning the various measures
of radiant energy associated with lightning storms.

Standard_Name: Lightning_event_energy

Canonical_Units: Joules

Definition: The radiant energy associated with a single, discrete lightning event, the aggregation of a set of which
forms a lightning group. A set of related lightning groups forms a lightning flash. A coordinate variable of
radiation_wavelength, sensor_band_central_wavelength, or radiation_frequency may be specified to indicate
that the lightning_event_energy applies at specific wavelengths or frequencies.

Standard_Name: Lightning_group_energy

Canonical_Units: Joules

Definition: The radiant energy associated with a lightning group formed by aggregating a set of discrete lightning events.
A collection of lightning groups forms a lightning flash. A coordinate variable of radiation_wavelength, sensor_band_central_wavelength,
or radiation_frequency may be specified to indicate that the lightning_group_energy applies at specific wavelengths or frequencies.

Canonical_Units: Joules

Definition: The radiant energy associated with a lightning flash formed by aggregating a set of lightning groups, where
a single lightning group is formed out of a collection of a series of discrete lightning events. A coordinate variable of
radiation_wavelength, sensor_band_central_wavelength, or radiation_frequency may be specified to indicate
that the lightning_flash_energy applies at specific wavelengths or frequencies.
