[CF-metadata] standard_name proposal: dvorak_tropical_cyclone_eye_region_scene_type

The definition is clear but this string is such a long compound noun phrase
that I fear it could be unintelligible to some. Would it be acceptable to
remodel it a bit? e.g. scene_type_of_dvorak_tropical_cyclone_eye_region might
perhaps be easier to swallow.
