[CF-metadata] Proposed New Standard Name: radius_of_tropical_cyclone_maximum_sustained_winds

Dear Jonathan,

Thank you are the recommendation. I like this better. Although, I would
like to recommend that 'windspeed'
be amended to 'wind_speed', ie,

radius_of_tropical_cyclone_defined_by_maximum_sustained_wind_speed

Will this be acceptable to you?
