[CF-metadata] Proposed Standard Name: tropical_cyclone_eye_temperature

Dear Jonathan,

It is actually the pixel with the warmest brightness temperature as
measured in a single IR band.
Beyond that, I do not think that one could specifically identify it as
SST, air temperature, etc.
