[CF-metadata] thredds changing CF conventions version

(I have been testing out subsetting via the TDS for the ESG
folks upstairs from me, and I thought they had submitted a
bug report, but it sounds like it hasn't happened yet. I'll write
up what I've got and send it to you off-list.)
