[CF-metadata] New standard name: datetime_iso8601

Aleksandar,

I support the standard name proposal for datetime_iso8601. However, I
see several areas needing refinement, evidenced by today's messages.
Would you like to start a trac ticket for further discussion? If you
prefer, I can post my particular concerns on the CF main list.
