[CF-metadata] Data Model Development

As we have already discussed, I think we could certainly work on the CF data
model on a wiki page. However, I would also remind people that there is already
a proposal for the CF data model, in ticket 68, which David and I proposed and
of which you are the moderator. There has already been some discussion on the
ticket https://cf-pcmdi.llnl.gov/trac/ticket/68. I think we should continue
with this existing proposal and ticket.

If it would help, I can convert the content of the existing proposal from
http://www.met.rdg.ac.uk/~jonathan/CF_metadata/cfdm.html into a wiki page
to facilitate discussion of it.
