[CF-metadata] (new) standard names: concerning "heat_flux_in_sea_water_due_to_advection"

Dear Gunther

As far as I can see, there are no existing standard_names for these quantities,
and your proposals are constructed in perfect consistency with existing names
and guidelines. Hence, I support them.

The usual procedure is to see if there are comments and objections on this
email list. If there are, a discussion will no doubt take place. If not, after
2-3 weeks you can probably start using them on the assumption that they're
going to be included in the standard_name list when Alison Pamment, the
manager of standard names, next updates it.
