[CF-metadata] Request for new standard name

It looks like these terms and definitions follow the style that's
used for sea ice and land ice terms, which is great - a good analogy.

One quick question: is there some term needed for burned areas
that will describe how burned an area is, or is it really a burned/not
burned observation?
