[CF-metadata] process for adding new entries into the standard name table

Hi Upendra -

The best thing to do is to provide a list with, for each term, the
suggested standard name, a concise (but clear) definition, and
the canonical units, via email to the CF list.

Links to external documents can be helpful for background, but
it's better to provide everything in your email message so that
people don't have to go looking to find out what you have in
mind.

Reading through 'Guidelines for Construction of CF Standard
Names' and any of the other CF docs you think might be
useful (at http://cf-pcmdi.llnl.gov/documents) will help speed
things up too.

I know several people are working on compiling a list of terms
needed for observed data - at secoora, and other places involved
with the US IOOS program - and they might be planning to
submit some of the terms you've listed. You might want to
check their web site and see if they have a draft ready to go,
if you have a lot of terms besides these oxygen ones.

You can also search the archive of the mailing list to see if
any of your names have been suggested already, and if there was
any discussion on them, and how it was resolved.

The email archive, unfortunately, isn't very user-friendly, I don't
think there's a way to search the entire archive for a topic; I
usually keep the old messages on my institution's mail server just
so I can search the whole thing when I need to.
