[CF-metadata] two anomalous standard names

I suggest that these two standard names should be amended:
  moles_per_unit_mass_of_cfc11_in_sea_water ->
  moles_of_cfc11_per_unit_mass_in_sea_water
The latter order is followed by all the other names i.e.
  moles_of_X_per_unit_mass_in_sea_water

  change_over_time_in_atmospheric_water_content_due_to_advection ->
  change_over_time_in_atmosphere_water_content_due_to_advection
since this is the only standard name containing the word "atmospheric", and
in other standard names we have phrases
  atmosphere[_...]_water_content

I noticed these exceptions because I've been working on a method of inferring
the "lexicon" from which the standard names are constructed. I hope to post
some information about this soon.
