[CF-metadata] Proposal of standard names for cloud/precip properties

Dear Alejandro and Jonathan,

Thank you for the thorough discussion of these names. As you seem to
have resolved all the outstanding issues and no further comments have
been made on these names, I think that all these quantities can now be
accepted for inclusion in the next update of the standard name table.
