That's only a recommendation, not a requirement. In CF 2.4 it says
"All other dimensions should, whenever possible, be placed to the left of the
spatiotemporal dimensions."
Clearly you have a practical reason for not adhering to this. The
recommendation is made so that files aren't needlessly uncompliant with COARDS.
