[CF-metadata] Standard names for altimeter data

Dear Olivier et al.

Unless anyone else has comments, I think we should add

sea_surface_height_above_reference_ellipsoid (m)
surface_eastward_geostrophic_sea_water_velocity (m s-1)
surface_northward_geostrophic_sea_water_velocity (m s-1)
surface_eastward_geostrophic_sea_water_velocity_assuming_sea_level_for_geoid (m s-1)
surface_northward_geostrophic_sea_water_velocity_assuming_sea_level_for_geoid (m s-1)

as you most recently proposed, except that I have exchanged "geostrophic"
and "sea water". It seems more natural to me to refer to a "geostrophic water
velocity" than a "water geostrophic velocity" - but this is just a matter of
English. OK?
