[CF-metadata] standard names: solar angles?

Yes, in lower case, as usual. We already have zenith_angle (for directions of
radiation) so solar_zenith_angle is consistent with that. For consistency, I'd
suggest the other two should be solar_elevation_angle and solar_azimuth_angle,
which both appear to be terms that are in use, although "angle" is not always
used with "azimuth".
