[CF-metadata] Standard names manager

Dear all

I think it's very good news that some proper staff effort is being invested in
CF standard names and I'm grateful to Alison for taking on the job and to Bryan
and the BADC for providing the support. I'm sure that Alison's new job will
mean that new requests will be handled more quickly. Of course, it's still an
open process to which everyone is encouraged to contribute via this list as
ever. As part of the governance arrangements being discussed we will have
some more explicit "rules" but at the moment we are carrying on as before.
