[CF-metadata] standard names for "grid relative" sea ice velocity and stresses

Dear Jonathan,

the use of sea_ice_x_velocity is fine by me, and perhaps better for
grouping
things together alphabetically. I just found that there were
alias entries for sea_water_velocities:

sea_water_x_velocity
alias: x_sea_water_velocity

but, as I said, sea_ice_x_velocity is fine by me.
