[CF-metadata] agreed standard names

Dear Mike, Pepe, Keith et al.

Here's a consolidated list of all the recently agreed standard names. I don't
think there are any outstanding questions about these except my suggestion to
Mike and Pepe to use the phrases _emerging_from_sea_water and
_reflected_by_sea_water to distinguish components of
surface_upwelling[_spectral]_radiance_in_air.
