[CF-metadata] Request for new standard names

Based on analogy with 3D convective cloud and total cloud which already
have standard names assigned/requested, the CFMIP (cloud feedback model
intercomparison project) requests the following standard names for 3D
stratiform cloud be added to the CF standard list.

standard_name: stratiform_cloud_area_fraction_in_atmosphere_layer
units: %
long_name: Stratiform Cloud Fraction

standard_name: mass_fraction_of_stratiform_cloud_liquid_water_in_air
units: 1
long_name: Stratiform Cloud Liquid Water (Mass Fraction)

standard_name: mass_fraction_of_stratiform_cloud_ice_in_air
units: 1
long_name: Stratiform Cloud Ice Water (Mass Fraction)
