[CF-metadata] new standard names added

Dear All

As advertised two weeks ago, standard names for the following have been added.

Jonathan

* Radiative flux, radiance and spherical irradiance (i.e. incident on a
hemispherical surface) and equivalent photon fluxes in sea water. Email of Roy
Lowry on 29th July.

* "Gaps" filled in so that rainfall, snowfall and precipitation can all be
expressed as flux (kg m-2 s-1), rate (m s-1), amount (kg m-2) or thickness
(i.e. accumulated rate) (m). Email of Sue Latham on 2nd June.

* Various standard names requested by Karl Taylor because they are required for
quantities being collected by PCMDI for the IPCC 4th assessment report:
- northward ocean tracer transports due to gyre, overturning and diffusion.
- ISCCP cloud fraction.
- Sulfate aerosol concentration and atmosphere content.
- Precipitation onto and evaporation from vegetation canopy.
- Net clear-sky LW and SW fluxes in air.
- Global average sea level change and the part due to thermal expansion.

* Land ice names. Email of Magnus Hagdorn on 20th October.
