[CF-metadata] conditions of use (of data)

Hi Bryan,

How about a straw man encoding of this concept in CF with a few words of
descriptive help (to provide the scope of the solution that you're proposing)?
(This is about the best level of formality in the standards process that we can
reasonably manage at the moment.)

P.S. One specialized strain of COARDS has for many years carried a global
attribute
    :alert_on_open = "some informational string";
which allows the creator of the file to include a message that responsible
applications should display for the user when they first open a dataset.
