Don't worry, 19135 isn't as scary as it sounds. Unlike a lot of ISO
it's a short document full of common sense. It basically makes sure
that someone is clearly responsible for making changes and that there is
a clear mechanism in place for the decisions of change management. It
certainly doesn't exclude the input of the 'well intentioned'.

It goes without saying that this should all be in the public domain.
To me, not having it there would make it totally pointless!
